Newcastle MP Adam Jogee to introduce School Road Safety Bill

Newcastle-under-Lyme MP, Adam Jogee, will introduce his Road Safety Plans Bill this week, as Parliament returns after the summer recess.

The proposed legislation would require local authorities with responsibility for road infrastructure, like Staffordshire County Council, to prepare and publish road safety plans tailored for every school within their locality. 

Instead of relying on the one-size-fits-all policies that are currently in place, it demands action, driven by the experiences of those in the community, tackling the specific hazards faced by pupils and parents at each school.

Too often, concerns about road safety outside schools become trapped in lengthy reviews and consultations with parents and teachers, and local residents, repeatedly raising the same issues without seeing action. The Bill would require local authorities to move beyond simply identifying problems and instead develop clear, school-specific plans to address them.

The Bill comes after increasing concern from parents and teachers across Newcastle-under-Lyme – raising issues with dangerous crossings, speeding vehicles, and poor visibility near school gates. Most notably, the Bill is informed by the tireless campaigning of parents at Meadows Primary School, and many local residents, in Madeley following a serious collision in December 2025, when a local parent was struck by a speeding vehicle while walking his daughter to school.

Adam Jogee MP said:

“No child, no parent, no carer, nobody – in Newcastle-under-Lyme or anywhere else in England – should be at risk of injury, serious injury, or indeed death, when on the journey to school.

“My Bill will force those who dither and delay to take their responsibilities seriously. We need action, not warm, weasel words about understanding the problems. This is about ensuring that everyone feels safe on their journey to school, by requiring all local authorities to develop and implement a bespoke road safety plan for every school in England.”
